FDA Approved Facility?

According to the FDA’s website they don’t approve manufacturing facilities so I was wondering what was supposed to be meant by the statement on the Soylent campaign website:

“Soylent will be produced in an FDA-approved facility with strict regulatory controls ensuring safety.”

"FDA does inspect product manufacturers to verify that they comply with good manufacturing practices.

Owners and operators of domestic or foreign food, drug, and most device facilities are required to register with FDA. Blood and tissue facilities also must register with the agency."

That’s probably what they mean.
